A Propane torch is plenty hot. The only thing to be concerned with, is if it is on the tube near the top or bottom of the radiator, at which point you may have to heat sink it to ensure the tube doesnt melt out of the top or bottom pan.
Now, if were doing a repair to the top or bottom tank, to the brass itself, it would warrant silver solder, and map gas, or Oxy/Acetelene to perform the repair.
