Depends on rules of the the state you live in, but generally this type of vin / plate detective work is harder to do nowadays with privacy and identity theft concerns. If you have a friend or relative in law enforcement -- on the unlocked side of the bars of course ;) -- they can give you some guidance / advice / help.

Please address private mail -- mail of interest to only one person -- directly to that person.
