Hi Harry,
I'm afraid you won't be able to set your timing with this tool. You'll still 
need a timing light for that. The dwell setting is for your points (if your 
car still has them) The dwell degrees are the amount of time the points are 
closed. When they open-the circuit is broken to the secondary winding in the 
coil creating that all important spark to your spark plugs.
