On a turbo car like my GN, it helps increase boost a pound or 2. I would guess that with our big blocks, the cut outs would be more felt on top end as I would think a loss in backpressure would mean a loss of some torque. This is just a guess. If you have run your car with open headers and without, then you would know exactly what you were getting, without the mess of removing the exhaust to get it.
