On a new tank, I always clean them, then paint with silver wheel paint, then clearcoat them. I also spray some undercoat on the topside, then replace the "mat" before installation. I also sandblast / paint the straps. I also glue a strip of rubber inner tube material or closed cell weatherstripping on the strap before installing it.

Looks clean, never will rust away. Not as original looking, but that's not a concern of mine.
