Gary, Time and corrosion take their toll on the pinch bolt. A few minutes under the car should have you back up and running. Pull the park cable back out and remove the pinch bolt and nut. It will take some WD-40, Kroil, or whatever penetrating oil you use to free it up and remove it. Use a lead or copper mallet to tap the bolt back and forth GENTLY until it frees up enough to pull it out. Once out, clean the hole out best you can and polish the bolt up with a Scotchbrite pad. Clean the threads, lubricate everything well and reassemble. You should be good to go.
