This probably sounds too simple but clean your cables at the battery.  If
you have replacement ends clean the clamp around the wire.  Dirty cables
will let voltage through to light lights but not enough amperage to turn a
starter.  A way to find the offending item is to have someone turn the key
to the start position and the other one touch the connections and the bad
connection will get hot.

I have a starting problem guys.  Probably an easy fix but it has got me.  I
get a click at the starter I had rebuilt last spring.  It is the big starter
with solenoid built in.  I get zero turn over.  Just the click in the
solenoid.  Took the starter out and when I shorted out the solenoid w 12
volts the thing spun.  sounded a little rough like the bearings were not
great but it spun and the gear slid outward.. seems like the car should
start.  I have a relay that is about a year old.  Could it be my ignition? 
BTW got decent battery with lights that are average brightness...
