This probably sounds too simple but clean your cables at the battery. If you have replacement ends clean the clamp around the wire. Dirty cables will let voltage through to light lights but not enough amperage to turn a starter. A way to find the offending item is to have someone turn the key to the start position and the other one touch the connections and the bad connection will get hot.
