Hey, I know this one! In 1961 Chrysler introduced the "Automatic Load Reaction Belt Tensioner". Basically it was a little rubber bumper that fit in a rectangular hole inone of the brackets that kept them apart. The little bumper generally driedout and departed sometime in the 80's, leaving the two brackets clacking together. The wood is a make-shift bumper. Bonus points if you guessed that this little bumper is the same as the clutch pedal up-stop bumper on '62-'65 B-Bodies.
