As far as I read, while technically other parts like fenders or seats are up for grabs, in practice once the engine / drivetrain  are destroyed the "clunker" goes straight to the crusher. 

Which will mean "Cash for Clunkers could drive up costs for used parts"

If a "clunker" program had existed in the 1970s and 1980s imagine how hard finding parts for our Mopars would be. Possibly there would be only a tiny classic car hobby?

Interestingly, in Germany, which also has a "clunker" program, "dealerships just have to drop the cars off at a junkyard. Which didn't take long to give some savvy crime syndicates an idea....German thieves have stolen over 50,000 of the clunkers turned in for cash, shipped them out of the country, and given them another chance ... on the roads of Africa, Eastern Europe, and sometimes even Germany."
