One approach is to avoid strong detergents / caustics. Use a mild laundry soap like Woolite and distilled water solution; leave the belt extended to air dry. A fabric cleaner could be used for spot stains.

http://www.automedia.com/Saving_Seatbelts/res20001101sr/1 shows another approach; they maybe used too strong detergent, based on what I recall reading on a detail site.

 http://www.professionalcarcare.com/C-28-Seat-Belt-Cleaner-and-Spot-Remover-p-16174.html shows another solvent. DIY solution is cheaper.
