Yes that's the plug.  Area dry paint gone probably brake fluid.  They are
mounted with rubber mounts you can work them out of the hole from the bottom
if the mounts are not to hard.  If they are, and they usually are, I cut the
bullet like end off the bottom with a sharp knife or they usually break off
if too hard and their is a hole in the center already to run a small bolt
through.  I use a bolt and corresponding fender washers and a self locking
nut to reinstall the pump.  Just snug it down don't tighten the bolt.  I
made a bottle like the $42.00 one from a old hand soap bottle, hose, clamps
& vice grips.  You just pump the bottle pump till fluid starts running into
the reservoir and run the motor up and down.  It will take what it needs. 
Release the vice grips and let the overflow perg back into the bottle on the
down stroke.  I start with two or three quarts to fully service the
reservoir.  If you use a clear bottle like I did you will see what I mean
about splattering every were.

also the area under the cylinder is dry.. but the paint is gone just

I run my finger under the pump but could not feel any mounting nuts or
screws, it feels like the end of a rubber grommet.. How is the pump
mounted?
 
If you how to fabricate a tool to keep the mess down, that would be
great... there is a tool on the market for $42, but that seems like a
lot for something that I'll only have to deal with maybe once every 2 to
5 years (I hope)
