This clip sounds like the 60's and 70's GM crank clips. If it is, I always just clamped a size 6 or 8 finish nail in a small pair of visegrips and bent about a quart inch of the tip over just past a 90 degree angle and slipped it behind the spring clip and pulled it off. Then when reinstalling put the clip on the handle and push it on. If it IS like the GM handles, the stud should be beveled on the end to spread the clip as it's pushed on.
