On my 65 fury I had there was a "well" you could put a few drops of oil 
in just ahead of the threads where the speedo cable screwed on to the 
speedometer. It looked like a tiny freeze plug with a hole in the 
bottom. The wick was under that plug. However I've never seen a 64 Dodge 
speedometer so I don't know if yours would be the same. Good luck! John
