On my 68 road runner the "headlight seals" is simply a flat rubber strip that has clips and it snaps on the inside front of the fender to keep dirt and debris from being thrown to the extreme front of the fender. However I don't know if a 63 has these or not. They are hard to see if there's any undercoating inside the fender. Hope this helps!
