What it is the brake hose has gone bad and when you press on the brakes the fluid goes past to the wheel cyclinders, but when you release the fluid cannot get back because the line has rotted inside and has a flap like affair that holds the fluid from returning. The other possiblity is the wheel cyclinders don't release and bleed off slowly.
