1964 3705 Max Wedge Carbs

My mechanic friend is rebuilding my AFB carbs and he got one done. When he started on the second one, he noticed upon getting it apart that someone removed the secondary air valve. Wasn't this a trick to supposedly take care of hesitating or stumbling on acceleration? Where can i buy this part, or can I? If the carbs are indeed 750cfm, couldn't I just get another mid 60's 440 (750cfm) AFB carb and use the secondary air valve from it? I need help here, what should I do?
