What has the mechanic already tried to do so far?

Did he double check that all the replacement freeze plugs had the correct part numbers?

Clean the area real well and look closely at the engine plug hole to be sure there are no small cracks. JB Weld would likely correct any of these. 

If all looks smooth you could try putting the Ultra-Copper gasket sealer on the edge of the new core plug: not much, just a light coating, and let it set up a day before adding antifreeze.
