All big blocks had 4 bolt valve covers before '63 and 6 bolt thereafter, including the 413. As far as the max wedges go, I'd expect they used up the four bolt heads before using the new 6-bolt heads. Wan't the 426 out by then though?

In Darrell Davis's book, 63 Plymouth Stage production cars, he has 2 bulletins from Chrysler included. One is the starting date for the use of the pentastar on the right front fender. Starting with production date, Feb. 5, 1963, all Mopars will get it. ?? Second, I always thought all 413's had 4 bolt valve covers.
