The MaxWedge cars came with a 3-on-the-floor, but all the other models had the 3-on-the-tree As for the 1963-64 C body Chryslers and Dodge 880s. the 3-on-the-floor was standard, not optional. That started in 1960 with Chrysler's Astrodome instrument panel. The dome swept up the steering column so far there was not enough room for a stick shift. Thus the floor shift. This continued right through to the end of the 1964 model year. And the 1962-64 C body cars with the stick shift did not use Chrysler's reduction gear starter - they hung onto the 1961 direct drive unit. And of course the 1960-61 Valiant and 1961 Lancer had a floor shift for a similar reason - the steering wheel was so deeply dished there was no room for a column shifter. Plus the floor unit was sportier and more 'european'.
