I've seen several 1966 Los Angeles plant assembled Dodges and
Plymouths that seemed to have spent their entire life in California
so I don't think it was a requirement  (quick example, ebay item#
110143425497, under 'completed listings').    perhaps a sales option?
or a dealer thing?  Maybe Los Angeles County?  I dunno.,
