I'm with Dave,, check the back of the fuse box.  there are lugs that a
wire wires come into and attach to and provide 12v+ to the different 
"bus bars".  one bus bar is switch the other isn't,, its easy to hook
the wrong wire up to the wrong bar to to jumper the two together.
one wire comes from the ignition switch, (red I think..  check a 
wiring circuit dia...) one is orange from the headlight switch for
the inst. panel lights,, and the other is 12v+ all the time for the
cigar lighter and....  something else....  anyhow,, check that.
