Make some sort of "press" to hold it all together while you bend the tangs over. Something like a small piece of scrap plywood, or metal plate, on each end and use long bolts/nuts to draw the two end pieces together. Of course you'd have to cut holes and/or slots for the steering shaft etc. It wouldn't take much pressure to hold it all together, so the materials and hardware could be fairly lightweight stuff. And the whole thing could probably be made small enough that the job could be done with steering column mounted in the car. Hello Listsomebody makes a heavy duty spring clamp that will hold the coupler together even if the tabs aren't bent
