Bill...My '63 horn ring has small screws thru the back of the wheel spokes into the ring. The ring is mounted on springs that these screws determine the compression of...if a screw is gone, striped or simply backed out the spring will allow the ring to flop as described...upside down ...head under the wheel...feet over the seat back...check it out ! By the way...do you take blood pressure meds ? I do! Get dizzy as hell doing this trick...maybe thats why I HATE under the dash repairs !
