Touchy Brake issue on a 63

I just picked up a 63 Newport last week and barely got it home.  The  
brakes pedal goes from super touchy, to dead, to super touchy.

The best way I can describe it is, when I put my foot down on the  
brakes, I get short pedal movement and no brakes.  Pressing harder,  
and I can finally "break thru" and get brakes (but with the extra  
pressure, I basically SLAM on the brakes)  There is no comfort zone.

A good way to describe it is, its like pressing on an egg.  Little  
pressure gets nothing, hard pressure and you smash the egg. No in  
between.  I am pretty much forced to rapid tap the brakes until I get  
past the "dead" brake feel and get brakes back (without slamming)

Its almost as if the power brake booster is only working some of the  
time.  When it is not working, I have very little pedal movement and  
no brakes.

And then.. sometimes.. It works perfectly normal.  Smooth brake pedal  
movement and good brakes.

Any ideas?
