Paul, For this one I can only give you my opinion. Since the vast majority of the cars would have been equipped with a heater, I would think that it would make sense to punch the holes in the firewall for the heater hoses, along with the other holes, when the firewall is stamped. Then all they would have to do would be to plug the holes in the firewalls of the few heater delete cars as they came down the assembly line.
