In addition to the steps below I made sure the engine ground strap was good and put on a different starter relay, cleaning all the connections there too. Still no change in the symptions (headlights are dim and the pressing the horn ring only makes the horn relay buzz; starter a no go). So I then removed the two wires going to the starter and cleaned them off, as well as the connections on the starter. Result: bright headlights, horn blows, and starter spins!
