If nothing else, you should put wood between the concrete floor and the block. The concrete will sweat against the block if there's nothing between them.

I've got an newly-assembled 440 short block sitting on an engine stand
in a garage.  The garage is not heated, has a cement floor, and small
openings above the door.  It is protected from the elements, but a
little air can get in and out.  Should I wrap the engine in plastic,
throw a blanket over it, or what?  I am in New York State, so it's gonna
get damn cold in there.
