Not all 64's had belts, my September built Belvedere didn't have them.

In 1962 manufacturers offered seat belt *anchors* as standard equipment.

1962: New York first state to enact law requiring front seat belts in
cars (to be effective 1965 model year).

In 1964 the four major U.S. auto manufacturers install two front-seat
lap belts as standard equipment.

Seat belts were not required by federal law in the US on passenger
vehicles until the 1968 model year.
