If you cannot get coverage from an specialty insurer at an agreed upon
value, you can mitigate some of your risk by getting a professional
appraisal of your car.  Should you suffer damage caused by another
driver,  the other driver's insurance company will have a hard time
"low balling" you if you have a recent appraisal in hand.  I have first
hand experience of being in this situation without an appraisal.

As for mitigating risk of theft: 1) keep it in a locked place (garage
or fenced area),  and/or 2) install a security system that makes hot
wiring and or driving the car difficult/impossible.
