Thanks Kurt.
I cleaned the rust off mine and there was no indication of paint on
either side. It makes sense that they were black so that they would not
stand out against the black insulation pad.
I wonder if this is another quirk about my Canadian car.
Can any other Canadian check their hood pad clips for signs of paint?
