 He jumped the gun a bit. Chrysler executives in early 1963 gave the
go ahead to develop a new Hemi and the first Hemi build dynamometer
test happened in December 1963. 

 The Hemi made a public surprise party when Hemi Plymouth cars
finished 1-2-3 at Daytona. Dodge was 5th and 9th in the top 10. (The
1964 Daytona 500 NASCAR Grand National Series event held on February
23, 1964, at Daytona International Speedway in Daytona Beach, Florida)

 At the drag strip, the 1964 Dodge Hemi AF/X Ramchargers car came
public appropriately enough on 4-26-1964 at Detroit Dragway.
