The difficulty increases if the Dodge is an AC car as you need to take the heater core and evaporator out at the same time. The factory service manual (FSM) has the detailed procedure, starting with "The heater core and evaporaor are compactly packaged forward of the instrument panel...."  "Compactly packaged" is bureaucratic speak for "squeezed in." LOL

That's from a 1963 Dodge FSM. I don' t have a 1964 Dodge FSM but see pages 24-32 and up on this 1964 Chrysler FSM for the idea.   http://jholst.net/64-service-manual/air-conditioning.pdf

The non AC car has similar procedures but less stuff to remove. 

Yes you can remove and replace the heater core yourself if you take your time and make notes / photos as to what you take off was situated. 

If it is not an AC car it would seem a good time to consider adding in an AC system.
