Thanks Russ, but there is no access to the underside of the installed floor pan. That's why I was wondering if drilling and tapping or using self tapping bolts would be sufficient. I think the link Gary H posted has the solution to the front belts using brackets.  Did you install back seat belts?  I will still need to figure out locations for those.
