if u want to top coat Por -15 they ( POR-15 company)have a primer called
Tie coat Primer which is supposed to bond to the shiny black stuff and
provide anb intermediate layer for a top coating.
Or u could just de-gloss the POR with some fine sandpaper or maybe a
green scotchie.( might be too hard for the green scotchie).
All this tho about POR I take with a grain of salt, the real cure is
to get the rusty metal out and put in new metal, and never park the
car outside, etc .
The problem I have with this and other new cures is that they havent
passed the test of time and unfortunately theres only one way to do
that.
