I suspect it would be the plastic which of course is an insulator.  The path 
to ground is not as clear on a plastic cabinet as it is on a metal cabinet 
where your forearms are resting on the painted steel surface of the glove 
holes.  That's why typically you get poked in the forearm from the static 
electricity.
