I suspect it would be the plastic which of course is an insulator. The path to ground is not as clear on a plastic cabinet as it is on a metal cabinet where your forearms are resting on the painted steel surface of the glove holes. That's why typically you get poked in the forearm from the static electricity.

I've been using my cabinet ungrounded for 4 years and never been
shocked...am I just lucky or does it have something to do with the fact
that the cabinet is plastic?
