Since you can weld and fabricate I would encourage you to go ahead, What you make would have to be superior to what was available back then.
Runner length that i often use is caculated by the formula 90 divided by rpm in thousands =inches runner length. I seems to work out very well for me. 
ie for your baby hemi if you want it to peak at 5000 then 90/5= 18inches. for 6000rpm it would be 90/6=15 inches. For 6500 rpm it would be 90/6.5=13.8..... inches etc.
That is the runner length measured from the back of the valve or ideally the valve seat to the plenum . Runner size should relfect the valve size in area as a rule of thumb and a slight taper as it approaches the plenum end is benificial.  Plenum should be a multiple of runner volume but in practice a box under the carbs four studs and the depth of the rummers will do a good job. 
As you can see the lengths at lower rpms get very long. This is why we often use dual plane manifolds at rpms under 6000 although it isnt totally necassary. Both have distinct advantages. (single vrs dual plane). Anyway that can get you started. There was a company back in the old days called U fab it that made weld up kits although they we devoid of any sceince. Glen Laroque of Ottawa Ontario has bought up many of these and may have one for you engine. I dont have his number but if you seach Canada 411 you can find any Canadian listed number at no charge.
