I found some wire called ESAB Easy Grind.  It is .023 diameter, flux core.  
The site is www.esabna.com.  They say the wire is good for welding with 
"moderate levels of rust and paint commonly encountered in auto body work."  I have 
to get down to the local welding shop and order some.  A 2 lb spool is stock # 
69130051.  Thanks for the question Neal,  I knew there was a solution out
