The only confusion is that you keep talking about the wiper breaker, which I've always understood to be built into the switch. Are you sure the part you're disconnecting is part of the wiper circuit? Also, my '65 FSM has a continuity chart to use when testing the wiper switch, so you might want to see if the '64 FSM contains similar information so that you may rule out components as you chase down the problem.
