Timing installing dist. problems.

I'm sort of new at this so I could use your help.
I have a dart slant six with a 225.
i have a problem with getting the timing right when installing the
distributor. I can find TDC and line the rotor just ahead of the #1
plug but when I clamp it down I don't have adjustment with the
distributor to bring the timing to spec.
I've tried removing the dist. and changing the rotor slightly then
reinstalling it. But the time jumps to far the other way,
Two questions, I'm I just moving the rotor too much and need to keep
trying?
Or
Is there something else like the time chain worn out?
I removed the dist. because I dropped the small screw in it that holds
the condenser.
I had a problem of not having enough adj. with the dist. before I
removed it, but I was closer before then what I get now.
