Make sure the bulbs are seated tightly.  That is how I cured mine.  Had the same problem.

  My '65 Polara behaves oddly also. Sometimes the right pod won't light for
  reasons unknown, usually it works. Also, when using my turn signals, it
  makes the pod's brightness fluctuate. I believe both to be a ground issue
  and will correct the problem by adding ground straps to the pods when I go
  through them.
  Just the other day I got rid of another occasional electrical gremlin, also
  from a loose ground.
