I had the same problem on my 64 only half of the dash would not light up. Drove me crazy trying to figure it out. Finally reached under the dash and checked the light bulbs. What a surprise. One was loose and after I tightened it up every thing worked great. Had me going for awhile. It is probably grounding on the back of the instrument cluster or something metal, allowing it to flash even though it is not plugged in.
