You could swap in one LED bulb as a test. Or just go ahead and replace all the bulbs with LEDs if you are leaning that way anyway. I remember years ago an article that mentioned cleaning the headlight switch rheostat; how they suggested escapes me. Maybe spray electrical cleaner?
