I know it makes sense to do it all at the same time, but I really wasn't wanting to do the control arm bushings now. Especially since driving season is now here. I had taken the car to a local mechanic shortly after I bought it about 10 years ago. I told them to take a look at the suspension while they had it and was told everything looked to be in good shape. I suppose with the age of the parts even with the limited number of miles things can go bad pretty quickly. I didn't realize how bad it was until I jacked up the torsion bars which affected the camber. The amount of oversteer makes it a little unnerving sometimes on the road.
In thinking about the ball joints it would seem the sequence would be to do the top first as everything is still together and it will be easier to get some torque on them. So I guess the first thing to do is get out there today and soak those uppers with penetrant. I appreciate the offers of help and advice and may follow up on that. Just another reason why this is the best site on the web.

Well they told me I need new ball joints upper and lower and new tie rod ends, plus a radius arm bushing (?). They estimated the job at $1200. I'm thinking I can do most of the work myself and save $$$$. I've priced the parts on Rock Auto and they are probably less than $200. Any pitfalls in doing this work?
