Thanks for all the replies. I let the 1965 Dodge owner know and he filled in some additional details:

"The original wiper motor wouldn't work even if I bypassed the switch so I pulled it out and it was rusted up inside. I bought another one, used, and I benched tested it according to my repair manual and I had to force it a little to turn the arm and it would only cycle once and stop, I tried few more times with the same results."

Should he dismantle the motor and lube? Or replace / rebuild? (Single speed b-body 1965 wiper motor)
