Texas "Antique Plate" vehicles do not require an annual safety inspection (or emissions test). They are also not required to have insurance. There is a State form the owner can fill out where he or she takes on the financial responsibility. I guess you are saying that an out-of-state vehicle brought into Texas that is 25 years old or older and is getting an Antique Plate needs to have a one-time safety inspection.
