There is nothing such as a 727 for a slant-6 until 1969. Prior to that year, when a 727 was required for heavy-duty (police/taxi/truck/van) service behind a slant-6, it was an A/LA V8 727 with a bellhousing adaptor ring and crank-to-flexplate spacer. 

21-04-1 is not a part number. It is a part type code for the automatic transmission case extension (you are calling "tailshaft housing"). You then take that code and go digging into that section of the parts catalogue to find the actual part numbers for the related parts. 

Attached are clips from the '62, '63, '64, and '65 FPCs. Notice there are different part numbers not only by application but also by year. The case extension/tailshaft housing is interchangeable within an application (such as A-body 904 trans) across all these years, despite the different part numbers. They are not interchangeable across different applications within or across different years.
