Blowing it up and looking closely it looks like it could be paint, maybe an applique of some sort.  Nicely done either way.

Someone local was doing similar paint tricks a few years back, there was a full size Blazer running around with early Corvette louvers, and a couple others with painted on trim... really nicely shaded along the body lines, you really had to look twice.
