How about buying a quart of a POR type sealer and just brushing it on the
specific problem areas after removing any loose rusty material? Seems that
the goal is to mostly slow or stop the rust from munching on the tin until
proper bodywork / paint prep can be done.

Primer is not weather friendly. It is not a top coat. Any money you spend
will be wasted as the body shop that does your paint job will sand it off
anyway.
