Re: What is this capped outlet on near my water intake?



The only problem with re-commissioning the heater is the after market temperature gauge sender is utilizing the hole for the other outlet / inlet.

A previous owner may have disconnected the heater hoses due to a leaky heater core. If you hook up the hoses again, check pass. side footwell area for leaks indicating a bad heater core.
 
The engine casting date is on one side of the block, near the back. May be behind the starter, so look closely. The model year is stamped on the pass. side of the front of the block, just below where the cylinder head meets the block.
