There are two kinds of plugs. Usually the earlier blocks have the dish plug, it's a slightly convex plug with no lip around the circumference. These you put in 'backwards' then give them a serious tap and they expand to hold in place. Generally the later blocks are what we regards as the more regular style of plug, like a cup you put into the hole bottom first and tap into place. There was definitely overlap in the years these were used, I've seen the early style in '64 and maybe later blocks, and I've seen the later style in '63 blocks. It might have depended on which plant they were built in. They are not impossible to find.
